Family care is the core, nursery service serves as support, assisted by nurture and development.

In order to ensure children to get safety, confidence and care from family relation, Social Welfare Bureau (IAS) encourages capable families to provide children with stable and specific care and nurture by themselves or by extended family members or friends. IAS is dedicated to provide support to help children who need relatively long-term care to get nursery service from the full-day care in nurseries; with regard to children's need of short-term care, support is provided by emergent/temporary care services in nurseries.

IAS will consistently work together with social service organizations and families to provided favorable social environment for children's growth, working out local nursery service programmes with a reasonable distribution of resources and responding to parents' needs.
